　　2016 年是碳市場從“試點”走向“全國”的關(guān)鍵年度，是中國碳市場 2017 年全面 啟動的重要過渡年。7 個試點已經(jīng)運行了 3 年，為碳市場提供了足夠的經(jīng)驗，而四川聯(lián) 合環(huán)境交易所和海峽股權(quán)交易中心碳交易的相繼啟動，都表明全國碳交易市場的全面啟 動已經(jīng)蓄勢待發(fā)。在國家發(fā)改委 2016 年 1 月 22 日發(fā)布了切實做好全國碳排放權(quán)交易市 場啟動重點工作的通知后，各地先后啟動了全國碳市場的準(zhǔn)備工作。面對著這個即將啟 動的有可能全球第一的碳市場，各方都在躍躍欲試。  

　　在此背景下，北京環(huán)維易為低碳技術(shù)咨詢有限公司聯(lián)合主要利益相關(guān)機構(gòu)連續(xù)第四 年組織編制了對中國碳市場研究最全面的的市場報告——《環(huán)維易為中國碳市場研究報 告 2017》。除了在報告中仔細(xì)研究中國在中央和地方政府層面所有 2016 年度頒布的相 關(guān)正式文件之外，我們的編寫團隊還在全國范圍內(nèi)進行了針對所有的碳從業(yè)者的市場調(diào) 查，以收集市場中各利益相關(guān)方對于中國碳市場建設(shè)的訴求，掌握了充分詳實的第一手 數(shù)據(jù)。

Dear carbon finance and climate change professionals:  

The year 2016 has been an important transitional year for the development of the China carbon market as we transition from pilots to a national ETS. China’s ETS pilots have completed their third compliance period and provide rich experience for the national ETS; Carbon trading has started successively in the Sichuan United Environmental Exchanges and the Haixia Equity Exchange, which indicates that comprehensive operation of a national carbon market is gathering momentum. After NDRC published the Notice on Practical Implementation of the Key Work of Opening the National ETS, each province or municipality has separately started preparation for the national ETS. Facing the imminent launch of China’s national carbon market with the potential to become the world’s largest, all parties are eager.  

Against this backdrop, Environomist has conducted this fourth annual market-focused China carbon market research with major stakeholders involved in the development of the country’s carbon markets. The report thoroughly examines all official documents published in 2016 at both the central and local government levels. In addition, a nation-wide market survey has been conducted to collect first-hand data from stakeholders in the carbon market, on their views on the development of the scheme
